The reality of Cyber Warfare raises significant and novel legal issues concerning an entirely new war-fighting domain, which crosses all the current domains of war — land, air, sea, and outer space. The panel will survey the current state of recent cyber operations and discuss the definition of cyber war, cyber terrorism, and cyber crime (not vandalism). This is a unique opportunity for participants to learn and engage with world class thought leaders in this area. There is no question that the emergence of cyber as a new war-fighting domain and the application of law armed conflicts, including cyber warfare will be focus of the panel discussion.
